Republicans in Congress have long advocated reforms to expedite the firing of underperforming civil servants. In the abstract, there’s much to recommend this idea. If reform is dramatic and happens in the next two years, however, the balance of power between the political and the professional elements of the federal government will shift, decisively, at precisely the moment when the political elements are most aggressive.
